The Belarus Prosecutor General has refused to extradite Bakiyev to Kyrgyzstan as it says the order is politically motivated (Belsat,  2012).

Stage 2 details (arrest/ detention/ extradition):

Zhanysh, who was head of the security service, during Kurmanbek Bakiyev's tenure, was sentenced in absentia to life imprisonment for kidnapping, premeditated murder and other grave crimes (BBC News,  2013). Prosecutors had accused Zhanysh Bakiyev of ordering the killing of Medet Sadyrkulov, a former head of presidential staff (Reuters, 2013).
