In 2008, the authorities in Uzbekistan asked for his extradition ( Ferghana news, 2010).

Isakov was convicted in absentia in Uzbekistan on June 12, 1998 of "actively participating in the subversive activities of an extremist movement. Isakov's name was added to Uzbekistan's wanted list (Fergana news, 2008).

On 6th March 2008 Isakov was arrested by officers of the Tyumen town department of the interior (the GUVD) on unknown grounds. He was held in a detention centre from the 7th March, despite this not being authorised by a court. Isakov's detention was authorised by a district court of Tyumen on 27th March, under the view of extradition. The European Court of Human Rights granted Isakov's request for the application of interim measures under Rule 39 of the Rules of Court to suspend his extradition to Uzbekistan on 10th November 2008. Tyumen FMS granted temporary asylum in Russia for one year, stating that the measure had been applied in view of the examination of the applicant's case by the Court, 17th March 2010 ( ECHR, 2010).

In December 2000, Isakov exchanged his USSR passport for a Russian passport in Tyumen. However on 13 July 2005, the Passport and Visa Service of the Tyumen Regional Department of the Interior (the UVD) examined the validity of the applicant's Russian passport and stated the document had been issued unlawfully and that it should be confiscated and that the applicant was not a Russian citizen (ECHR, 2010).
