Kambarov was accused of participating in the notorious ethnic clashes in southern Kyrgyzstan in 2010. As is known, the Kyrgyz authorities blame ethnic Uzbeks for those bloody events (Адвокатская газета, 2018).

Stage 2 details (arrest/ detention/ extradition):

Kambarov was detained at Domodedovo Airport in December 2017. He was released on September 3, 2018, and immediately detained again for deportation. Moreover, the decision on deportation was made literally on the eve of the “release” and served as the reason for new detention (Адвокатская газета, 2018).

 

Stage 3 details (attack/ abduction/ rendition/ torture/ assassination/ death):

Upon learning of the sudden release and subsequent arrest of Kambarov his lawyers appealed to the European Court of Justice, as well as to the relevant Moscow district court. The following day, the European Court applied urgent measures in accordance with Rule 39 of the Rules of the ECHR, prohibiting deportation. However, the staff of the Migration Department of the Internal Affairs Directorate of the North-East Administrative District of Moscow already took the applicant to an unknown destination. Kambarov was found the next morning on September 5, 2018 Domodedovo Airport and checked in for the flight to Osh where he began to actively protest, and was taken off the flight and returned to the police station. The story repeated on the evening of September 5, 2018.

On the evening of September 6, Kambarov managed to call his brother from a plane preparing to take off at Domodedovo. Kambarov tried to resist expulsion and was again removed from the flight. The lawyer immediately went to the airport and found Kambarov in the medical center. In his words, he was given some kind of sedative, which made him so ill that he needed an ambulance. After the doctor in the medical center announced that Kambarov was in order, he was taken to the transit zone so that the lawyer could not follow him, and then put on a flight at 23:50, which flew with Kambarov on board. The Russian Ministry of Justice submitted to Stasburg a paper by Kambarov, in which he allegedly expressed a desire to voluntarily leave the territory of Russia and go to Kyrgyzstan. His lawyer denies that, having seen him at the airport apparently not willing to fly home. On arrival in Bishkek, Khamidullo Kambarov was detained, now he is in the jail of the city of Jalal-Abad (Novaya Gazeta, 2018).
