Karadzhaev was an accountant who had supported publication of an independent magazine in Turkmenistan, Daianch (Human Rights Watch, 1994). He also worked as a correspondent for the Moscow newspaper Ekspress Khronika, which specializes in human rights issues (Amnesty International, 1993).

He was arrested in August 1993 and in December was sentenced to three years in prison in Turkmenistan, on what were believed to be fabricated charges of slander, malfeasance in office and embezzlement (Human Rights Watch, 1995).
