Who, Why and How exiled:

Vyacheslav Mamedov is formerly a leading member of the Russian community in Turkmenistan (Amnesty International, 2000) and previous head of the Krasnovodsk based NGO, Flamingo (RFE/RL, 2003). He is now a prominent exiled opposition leader (Fedorenko, 2015), working as the head of the Civil Democratic Union of Turkmenistan, based in the Netherlands (Chronicles of Turkmenistan, 2016; European Parliament, 2011).

On 21st January 2000, he was detained by the KNB and taken to an investigation-isolation prison in Nebit-Dag, after conducting an interview regarding the work of the Russian community in Turkmenistan in December 1998. He was then accused of slandering the Turkmen people and encouraging Russian emigration by President Niyazov. Mamedov was released on 3rd February after he signed an agreement that he would not leave the country or continue any further political activity (Amnesty International, 2000).
