Who, Why and How exiled:

Formerly a member of the Presidential Council, responsible for the energy sector. In 1995, he was allowed to flee Turkmenistan for Moscow, after falling out of favour with the President (CACI, 2006). Whilst in exile, he became head of the People's Democratic Movement in Turkmenistan (RFE/RL, 2002).

In 1997, Soyunov was charged with insulting the President during an interview with Radio Free Europe. He was not repatriated to Turkmenistan, due to insufficient evidence against him (Amnesty International, 1997).
