Who, Why and How exiled: Zubaydullozoda is an activist of the Islamic Renaissance Party of Tajikistan (IRPT) (Payom.net, 2019)
Stage 1 details (accusations/ charges/ Interpol notice/ extradition requests): On 2 May 2017 Zubaydullozoda was charged with extremist crimes by the Tajik authorities which is why an international search warrant was issued and detention ordered in absentia by the Tajik authorities on 26 June 2017 and 6 July 2017 (ECHR, 2019, ‘K.Z. v. RUSSIA and 1 Other Application’, 2019).
Stage 2 details (arrest/ detention/ extradition): On 2 February, 2018 Zubaydullozoda was arrested, released on 31 July, 2018 due to expiry of the time-limit of a detention pending extradition. On the same day, 31 July, 2018 he was arrested again pending expulsion but released on 1 August 2018 (ECHR, 2019, ‘K.Z. v. RUSSIA and 1 Other Application’, 2019).
Stage 3 details (attack/ abduction/ rendition/ torture/ assassination/ death): Zubaydullozoda was assigned its administrative expulsion in the form of an independent controlled departure from the territory of the Russian Federation (Chelyabinskiy Oblastnoy Sud, 2018). This means he was given a deadline to leave the territory of Russia, yet later Zubaydullozoda was detained and taken to the police department of the Solnechnogorsk district of the Moscow region. He was taken to the airport to be expelled from Russia. According to him, he was given a choice of which country to be deported to, and he chose Belarus (Payom.net, 2019). However, Zubaydullozoda is at risk to be deported to Tajikistan (Faizrahmon, Mahmudjon, 2019) where he faces torture and a long prison term (Payom.net, 2019; ECHR, 2019, ‘K.Z. v. RUSSIA and 1 Other Application’, 2019).
Other actions during Stages 1–3 (dispossession/ overseas assets frozen/ intimidation/ action against associates/ …): In February 2018 Zubaydullozoda applied for refugee status which was denied. He appealed to the courts and those proceedings were still pending in January 2019. "On 31 July and 11 September 2018 the applicants’ requests under Rule 39 of the Rules of Court were granted. It was indicated to the Russian Government that the applicant should not be deported to Tajikistan for the duration of the proceedings before the Court." (ECHR, 2019, ‘K.Z. v. Current status: Detained in Russia facing potential deportation to Tajikistan since 2019.
