Who, Why and How exiled:

Khallyev was the co-chairman of Agzybirlik, as well as being a writer, novelist, publicist and a journalist for Radio Liberty's Turkmen service (RFERL, 2000). He was persecuted by the Turkmen authorities for his political activities.

Khallyev was an Agzybirlik co-chairman and persecuted by the authorities in Turkmenistan for this role in the 1990s (Human Rights Watch, 1996).

In 1995, he was reportedly kidnapped and beaten in a politically motivated attack in Ashgabat (Human Rights Watch, 1996).

Current status:

 In late 1996 he left Turkmenistan and resides in the Czech republic (Chronicles of Turkmenistan, 2015). He remains in the Czech Republic as of September 2018 (Chronicles of Turkmenistan, 2018).
