Who, Why and How exiled:

Saidov, a Tajik national, came to Russia in November 2015 (The Public Verdict Foundation, 2018). Saidov was hiding in Russia from prosecution from the authorities of Tajikistan. In April 2017, he applied for asylum in Russia and stated that he would be subjected to torture in case of deportation in his homeland (TajInfo, 2017).

Stage 1 details (accusations/ charges/ Interpol notice/ extradition requests):

On 7 February 2016, he was charged in absentia in Tajikistan under article 401(1) of the Criminal Code of Tajikistan (unlawful involvement in armed units, armed conflict or military actions in other countries) and placed on the wanted list (The Public Verdict Foundation, 2018).

Stage 2 details (arrest/ detention/ extradition):

On 7 February 2016, he was charged in absentia in Tajikistan under article 401(1) of the Criminal Code of Tajikistan (unlawful involvement in armed units, armed conflict or military actions in other countries)  (The Public Verdict Foundation, 2018).

In April 2017 Saidov was in the temporary detention center for foreign citizens. The ECtHR applied Rule 39 to not to extradite Saidov to Tajikistan (Гражданское содействие, 2017).

In Russia, however the general prosecutor decided to extradite him back to Tajikistan based on the Minsk Convention (Гражданское содействие, 2017).

Saidov was supposed to leave the detention centre, on the 10th of April  however he was  transferred to Yakimanka police station (Гражданское содействие, 2017).

Saidov was detained on 14 April 2016 and held in detention for several reasons until he was handed over to the Tajik authorities on 26 May, 2017 despite a ruling by ECtHR on 24 May 2017 to not extradite Saidov (The Public Verdict Foundation, 2018). He was accused of illegally staying on the territory of the Russian Federation the Zamoskvoretsky court fined Saidov 5 thousand rubles and decided to deport him from the country (TajInfo, 2017).

Disappeared from Moscow on May 26th, 2017. Assumed to be in detention in Tajikistan (TajInfo, 2017).
